Smart estate monitoring infrastructure across HDB estates in Singapore
Connecting 60+ HDB residential and community sites with smart sensors, metering, edge computing and cloud infrastructure to enable centralised, data-driven estate management.

Customer Profile
About the customer
The Housing & Development Board (HDB) is Singapore’s public housing authority, responsible for planning and developing quality, affordable homes and well-designed towns across the island. Since its establishment in 1960, HDB has played a central role in transforming Singapore’s housing landscape. Today, HDB has delivered more than one million homes across 24 towns and three estates, providing housing for close to 80% of Singapore’s resident population. For over six decades, HDB has remained committed to creating sustainable, liveable communities for generations of Singaporeans.

The Opportunity
Managing building and estate infrastructure across 60+ HDB residential and community sites in Singapore requires visibility across a highly distributed network of assets and systems.
Many critical systems operated independently at site level, with limited centralised visibility into equipment conditions, utilities and infrastructure performance. This made it more difficult to identify faults or abnormal conditions early and created gaps in the flow of operational data required for centralised estate management.
HDB needed a scalable sensing and connectivity infrastructure that could capture data from critical estate assets and establish a reliable data pathway to its Smart Estate Management System (SEMS) / Cloud BMS.
The opportunity was to connect the physical and digital layers of estate management—giving HDB a stronger data foundation for more proactive, efficient and intelligent operations.
Our Approach
Vector Green deployed the sensing, metering, edge computing and network infrastructure required to connect distributed estate assets with HDB's centralised smart estate management environment.
Across HDB residential estates, community facilities, shopping centres and car parks, the deployment included smart energy meters for monitoring electrical systems and distribution networks, alongside water and pressure transducers for monitoring water supply and drainage systems.
Additional sensing technologies, including gas sensors and tree tilt sensors, were deployed where required to extend monitoring to other critical estate conditions.
At the digital infrastructure layer, Vector Green implemented edge computing and network connectivity to collect, process and transmit field-level data to HDB's SEMS / Cloud BMS.
This created an end-to-end architecture—from sensor and meter, to edge, to cloud—designed to bring previously distributed operational data into a connected estate management ecosystem.
The Outcome
Vector Green's deployment established the field-to-cloud digital infrastructure across 60+ HDB residential and community sites, enabling critical estate data to be captured and connected to HDB's centralised smart estate management environment.
The integrated infrastructure provides HDB with a stronger foundation for centralised monitoring, earlier detection of faults and abnormal conditions, and more proactive management of estate assets and utilities.
Beyond individual sensor installations, the project demonstrates how a scalable IoT and edge infrastructure layer can support HDB's wider smart estate ambitions—turning distributed physical assets into connected sources of operational intelligence.
From sensing at the estate level to intelligence at the central level, Vector Green provides the digital infrastructure that helps make smarter estate management possible.
